Description

The initiative is divided into two programmatic components: APE 1 and APE 2. APE1 (Help to electric Programs), which was the first important sector reform programme after the ‘97-'98 financial crisis in Albania, supported with a remarkable effort by the Italian Development Cooperation. Through this component engineering services, basic equipments, technical assistance to the top management of the two electricity authorities KESH and OST have been supplied. After the emergency phase, when APE1 was already at an advanced implementation stage, the "Program of restructuring and strengthening of the Albanian electrical system for its integration into the system of the Balkans -APE2" started in 2008. The initiative aims at adapting the entire Albanian electrical system to European standards, increasing its reliability and efficiency in view of its interconnection with neighboring countries. A controlled and transparent energy management, in production and sale, is indeed one of the obligations required to Albania by the European integration process. Through the creation of the Dispatching and remote Control Center - DRC -, whose completion is expected by 2015, and the supply of the Supervisory Control and Data Acquisition (SCADA), the Albanian energy management system aligns to the one of EU countries. Also as part of the APE 2 program, the Tirana 2 Substation has been completed. The substation is a high-tech facility performing functions of electrical voltage’s elevation / reduction in order to allow the distribution of electricity on a continuous and efficient way. In addition, the construction of the Tirana-Elbasan Line has been also completed. This power line is part of the Albania-Montenegro high tension connection In the framework of the 2014-2016 Development Cooperation Protocol signed between Italy and Albania in December 2014 it was agreed the use of worth 16 M Euro savings of APE2 Programme for further actions to support the sector. read more close
