Description

The initiative foresees the launch of preliminary actions for the Enrico Mattei Center in Sidi Bel Abbès, Algeria, aimed at establishing an Italo-African center of excellence for higher education, applied research, and innovation in the agricultural sector. The project stems from the need to develop integrated educational and technological models capable of addressing Africa’s key challenges in areas such as sustainable agriculture, food security, and environmental protection. The Center is envisioned as a permanent platform for building local capacities, strengthening institutional competencies, and enhancing African human capital—not only through the development of new skills but also through the recognition and integration of local, traditional, and scientific knowledge developed across the continent. The approach aims to create a knowledge ecosystem based on dialogue between technological innovation and African wisdom, promoting solutions adapted to territorial contexts. Part of the broader Mattei Plan for Africa and supported by the Memorandum of Understanding signed between the governments of Italy and Algeria on July 23, 2025, the project aims to consolidate an equal and lasting cooperation based on co-development and the transfer of knowledge and technologies. The physical structure of the Center, already built by the Algerian government in 2021, now serves as an infrastructure ready to host innovative training and research programs, with particular attention to youth, women, and people with disabilities. The intervention is divided into two phases: an initial operational phase focused on mapping needs through pilot courses, laboratories, and short modules to test content and methods; followed by a second phase dedicated to consolidating the Center’s governance structure as defined by the MoU of July 2025 and building a solid international partnership network. The results will guide the development of training and research programmes (e.g. master's degrees, doctorates, laboratories, etc.) and progressive investments. The project is based on multilevel governance, monitoring tools, and long-term sustainability strategies, with the aim of creating a reference center for the entire African continent—one capable of supporting the transition toward more resilient, smart, and inclusive agricultural systems. read more close
