Quality, equitable and inclusive education is an indispensable tool for the social inclusion of vulnerable population groups, as described in the Triennial Programming and Steering Document (2019-2021) of the Italian Development Cooperation. The proposed three-year initiative aims to contribute to ensuring quality, equitable and inclusive education for persons with disabilities in Tunisia (General Objective/Long Term Impact, in line with OSS 4 / Target 4.5). The Specific Objective (in line with OSS 4.4 / Target 4.4.) aims to improve the technical and vocational skills of young people and adults with disabilities in the Governorates of Le Kef, Kasserine and Medenine in order to facilitate their inclusion in employment and entrepreneurship. The idea of this project stemmed from the constant dialogue between AIFO experts and representatives of the different Tunisian ministries, especially the Ministry of Social Affairs/Committee General for Social Promotion (MAS/CGPS, local partner of the project) as well as the civil society. AIFO local staff were invited to participate as technical advisors in meetings between the relevant ministerial officials and their local partners. By participating in these meetings, it was possible to get a general picture of the situation, both at the level of priorities for the Government and at the level of needs/requirements, thus ensuring the future sustainability of the project. In addition to the more institutional approach and point of view, this proposal will be enriched by the experience of COPE and ARCO/PIN (Italian Partners) who will guarantee the necessary technical and operational support. The needs collected during the assessment point to the same cause: the limited access of people with disabilities (PwDs) to existing training opportunities, determined by the limited accessibility of these opportunities. Despite the fact that entrepreneurs and OSCs have pointed out that their knowledge of norms encouraging the inclusion of PwDs, they believe that the training of PwDs is insufficient to permit their inclusion in the Tunisian economic system. The direct beneficiaries of the action will be: the trainers and users of the vocational technical courses existing in the country; Representatives of the Ministry of Labour; young people and adults with disabilities who will participate in vocational training courses; Representatives of local entrepreneurs; Representatives of Civil Society Organisations (CSOs) and local Organisations of Persons with Disabilities (OPDs); people that will access the planned information campaigns. Indirect beneficiaries will be family members of persons with disabilities who participated in the technical and vocational courses, employers who will be able to count on qualified labour. In the future, all persons with disabilities and the Tunisian society as a whole will benefit, as they will be able to make use of the skills of a large part of their population whose potential cannot be expressed due to cultural barriers. A prerequisite for the achievement of the specific objective, contributing to the long-term impact, is to ensure the provision of quality vocational education, creating appropriate curricula designed to be accessible to all and institutionally recognised. To this end, the following expected results are expected (2): Tunisian agencies for Industrial Promotion, and for Vocational Training recognize accessible and inclusive training curricula suited to the needs of people with disabilities (Result in line with OSS 4 / Target 4.5); Young persons and adults with disabilities have received technical training, including a professional internship, recognised by the Tunisian Agency for Vocational Training (Result in line with OSS 4 / Target 4.4). read more close
