WE ARE WORKING TOWARD THE FUTURE OF ITALIAN DEVELOPMENT COOPERATION

Openaid AICS is the public database of the Italian Agency for Development Cooperation (AICS).
Openaid AICS publishes data on development projects launched in partner countries that constitute a priority for Italian Cooperation.
Momentarily Afghanistan projects are not published for security reasons.

AICS has adopted standards of transparency, accountability and participation and Openaid AICS is one of the tools that amis to become a point of reference for anyone who wishes to access Italian Cooperation data in a clear and prompt manner.
At the moment, only grant projects are published. Grant projects are transfers made in cash, goods, and/or services, for which no repayment is required (OECD DAC).

AICS has adhered to International Aid Transparency Initiative (IATI) and it has started publishing its own data. Because of this, AICS has earned a prestigious award by Aid Transparency Index 2018, which has also given AICS a classification of "FAIR" -- a position that is eight steps better than it has achieved in the past.

The Italian Agency for Development Cooperation was established on 1st January 2016. Its headquarters is in Rome, it has a satellite office in Florence and 20 other offices abroad. The Italian Ministry for Foreign Affairs and International Cooperation (MAECI) is the controlling body and establishes the Agency's political direction.

AICS carries out technical and operational activities linked to international development, in particular during the following phases:

  • preliminary inquiry
  • project formulation
  • financing
  • management
  • auditing

AICS provides assistance and technical support to central and local public administrations on development projects.

Main areas of intervention are:
  • health
  • education
  • protection of children's rights and juvenile justice system
  • human mobility
  • culture and development
  • agriculture and rural development
  • food safety
  • support policies to combat climate change
  • gender policies and empowerment of women
  • support to peace processes, democratization and the protection of human rights
  • disaster risk reduction

Openaid AICS's purpose is still being defined.

Italian Agency for Development Cooperation is dedicated to progressively fortify the public database with new content and tools that will permit users to access more detailed information on how and when public funds are spent; to follow the timeline and progress of active projects; and to witness AICS work to ensure concrete actions are taken in favor of development, peace and democracy all around the world. read more close

What is it spent for?

The purpose/sector of destination of a bilateral contribution should be selected by answering the question “which specific area of the recipient’s economic or social structure is the transfer intended to foster”. The sector classification does not refer to the type of goods or services provided by the donor. Sector specific education or research activities (e.g. agricultural education) or construction of infrastructure (e.g. agricultural storage) should be reported under the sector to which they are directed, not under education, construction, etc. read more close

It classifies transfers from the donor to the first recipient of funds (e.g. the recipient country, a multilateral organisation, or a basket fund).  It does not track the end uses of the funds, which is addressed in the sector classification and to some extent through the policy objective markers. read more close
