Il difficile contesto imprenditoriale, il complesso sistema regolatorio e il limitato accesso a linee di credito dedicate pongono seri ostacoli alla formalizzazione, la crescita e il successo delle start-up e delle micro, piccole e medie imprese. Inoltre, molti imprenditori mancano di competenze gestionali e finanziarie, elementi fondamentali alla creazione e all’espansione delle imprese, anche nell’economia verde. Per questi motivi, le piccole imprese nascenti ed esistenti faticano a crescere e a diventare competitive nei mercati nazionali e internazionali. Ciononostante, esse hanno un indiscutibile potenziale di sviluppo e di creazione di opportunità di lavoro dignitose. L’iniziativa, affidata all’OIL, si prefigge di contribuire al miglioramento e all’espansione delle opportunità occupazionali nell’Iraq meridionale sostenendo da un alto l’avvio di riforme a favore delle imprese, dall’altro accrescendone le competenze tecniche, con l’obiettivo di sfuttarne appieno il potenziale di sviluppo, stimolarle a formalizzarsi e ad investire sull’economia verde. L’iniziativa mira inoltre a sostenere la creazione di strumenti finanziari e non a livello nazionale e subnazionale per facilitare la crescita e il successo delle piccole imprese. L’iniziativa prevede la costituzione di uno Steering Committee i cui membri includono l’Ambasciata d’Italia in Iraq, la Sede AICS di competenza, i Ministeri iracheni di competenza, i partner sociali, la Camera di Commercio irachena e la Banca Centrale irachena. |
| vocab:Description_en | The Iraqi private sector development is restrained by an economic ecosystem largely dominated by the oil sector and state-owned enterprises. A challenging business environment, a complex regulatory system and a poor access to credit and loan services make it difficult for start-up and micro, small and medium enterprises (MSMEs) to formalize, expand and thrive. Moreover, many entrepreneurs lack of business management skills and financial literacy, which makes it more complex to start-up businesses, including in the green economy. Therefore, existing and nascent MSMEs struggle to become competitive within national and international markets. Despite all the challenges, MSMEs encompass enormous potential to grow and to create decent job opportunities. The initiative, managed by ILO, will contribute to the creation of more and better employment opportunities in southern Iraq through the improvement of MSMEs regulatory and policy framework and entrepreneurial skills, with the objective of unleashing their potential, motivate them to formalize and to explore and invest in the green economy. The initiative will also capacitate and empower national/subnational financial and non-financial institutions to better support MSMEs to grow ad thrive. The initiative foresees the establishment of a Steering Committee, whose members will include the Embassy of Italy in Iraq, the Italian Cooperation, the concerned ministries, social partners, the national Chamber of Commerce and the Central Bank of Iraq. |
