Tuttavia, se la migrazione non porta i risultati sperati, il ritorno in patria delle persone (in particolare di bambini e giovani) comporta gravi conseguenze psicologiche, sociali ed economiche che coinvolgono in primis il mancato godimento dei diritti fondamentali e che compromettono in modo significativo la salute fisica e psicologica. Coerentemente con la strategia contenuta all’interno del OSS 10 di ridurre le disuguaglianze all’interno di e fra le Nazioni, l’iniziativa contribuisce a ridurre le disparità sociali ed economiche per bambini e giovani7 , compresi i rimpatriati (OG) attraverso una strategia d’intervento che mira a garantire un sistema di protezione rafforzato e ad includere a livello sociale ed economico bambini migranti non accompagnati e returnees (under 18), nonché adolescenti e giovani (dai 15 ai 24 anni di età) che sono a rischio di intraprendere una migrazione non sicura; con il coinvolgimento attivo di genitori/caregivers, membri adulti delle comunità e funzionari degli enti locali e governativi. Coerentemente con il Target 10.2, il progetto contribuirà quindi a potenziare e promuovere l'inclusione sociale, economica e politica dei suddetti individui, a prescindere da età, sesso, disabilità, razza, etnia, origine, religione e status economico. Al termine dell’iniziativa, che dura 36 mesi ed è strutturata su tre livelli interconnessi tra loro, i bambini e giovani vulnerabili e returnees avranno rafforzato la loro conoscenza dei servizi di protezione ed avranno accesso ad educazione e servizi di reintegrazione specifici basati sui singoli bisogni; i giovani vulnerabili (15-24 anni), inclusi i returnees, avranno accesso ad opportunità economiche adeguate e in linea con il mercato del lavoro locale. Infine, le strutture governative, della società civile e comunitarie riusciranno a garantire servizi di protezione integrati. Alla luce degli assi d’intervento, delle priorità tematiche e degli obiettivi strategici dell’AICS del presente Bando, l’Iniziativa coinvolge oltre al OSS 10, anche i seguenti target e relativi OSS: 4.4, 4.5, 8.3, 8.6. Inoltre, la strategia d’intervento è stata costruita basandosi su best practices e lessons learnt apprese dall’Iniziativa di Emergenza AID 11548, finanziata dalla Cooperazione Italiana e ampliando l’area d’intervento al fine di garantire continuità e sviluppo (woredas di Gerawa, Bedeno, Goleoda, Deder, Goro Gutu nell’Hararge Orientale e Distretto amministrativo di Dire Dawa City). Save the Children (STC), assieme ai suoi partner CeSPI e PAD, lavoreranno in sinergia con gli stakeholder locali per rafforzare i sistemi e i servizi di protezione necessari a garantire risultati sostenibili e a sviluppare le competenze locali per migliorare la capacità di rispondere alle mutevoli esigenze dei bambini e dei giovani migranti, inclusa la creazione di opportunità di lavoro per i giovani beneficiari. STC intraprenderà una serie di azioni volte a ridurre l'abbandono scolastico, rafforzare le competenze di occupabilità, fornire opportunità di lavoro e garantire protezione e sostegno psicosociale ai giovani rimpatriati e a rischio di migrazione non sicura. Il progetto contribuirà sia ad affrontare le cause profonde della migrazione non sicura, sia a migliorare l'assistenza, i servizi e le opportunità per coloro che sono coinvolti nella migrazione a diversi livelli. Il fine ultimo sarà quello di favorire la graduale riduzione del nostro impegno diretto e supportare le comunità locali e gli enti governativi a sviluppare capacità che permettano garantiscano loro di assumere la gestione ed il controllo dei servizi. |
| vocab:Description_en | Poverty, lack of basic necessities and the search for better life opportunities are among the main reasons why unaccompanied children, adolescents and their families leave Ethiopia. The journey brings with it hopes and dreams. However, when the departure and migration experience does not bring the desired results, people (especially children and youth) return home, with serious psychological, social and economic consequences, primarily involving the non-exercise of fundamental rights and significantly compromising physical and psychological health. Consistent with the strategy contained within OSS 10 to reduce inequalities of and between nations, the initiative contributes to reducing social and economic inequalities for children and youth, including returnees (returnees) through an intervention strategy that aims to ensure a strengthened protection system and to socially and economically include unaccompanied and returned migrant children (under 25 years), as well as adolescents and youth (15-24 years) who are at risk of engaging in unsafe migration; not excluding parents/caregivers and adult members of communities and governmental bodies. In line with target 10.2, the project will therefore contribute to enhancing and promoting the social, economic and political inclusion of the aforementioned individuals, regardless of age, gender, disability, race, ethnicity, origin, religion, economic status. At the end of the 36-month initiative, which is structured on three interconnected levels, vulnerable and returned children and youth will have strengthened their knowledge of protection services and will have access to specific education and reintegration services based on their individual needs; vulnerable youth (15-24 years), including returnees, will have access to relevant economic opportunities/in line with the local labour market; and finally, governmental, civil society and community structures will be able to ensure integrated protection services. In the light of these axes of intervention, the thematic priorities and the AICS strategic objectives of this Call, the Initiative involves not only OSS 10, but also the following targets and related OSSs: 4.4, 4.5, 8.3, 8.6. Moreover, the intervention strategy was built on the basis of best practices and lessons learned from the Emergency Initiative AID 11548, financed by the Italian Cooperation and enlarging the intervention area in order to ensure continuity and development (woredas of Gerawa, Bedeno, Goleoda, Deder, Goro Gutu in the Eastern Hararge and Administrative District of Dire Dawa City). Indeed, STC together with its partners CeSPI and PAD, will work in synergy with local stakeholders to strengthen protection systems and services to ensure sustainable outcomes of ongoing initiatives and develop local capacities to improve the capacity to respond to the changing needs of migrant children and youth, including the creation of employment opportunities for targeted youth. Save the Children will undertake a number of specific actions aimed at reducing early school leaving, strengthening employability skills, providing employment opportunities and ensuring protection and psychosocial support for young returnees and those at risk of unsafe migration. Ultimately, the project will contribute both to addressing the root causes of unsafe migration and to improving assistance, services and opportunities for those involved in migration at different levels. The ultimate aim will be to facilitate the phasing out of our direct engagement and to support local communities and government agencies to build capacity to take over the management and control of services, ensuring quality standards and resources are in place. |
