vocab:Description | Il Fondo Fiduciario nasce in risposta alle devastanti conseguenze dello tsunami che nel dicembre del 2004 si è abbattuto nelle coste di molti paesi del sudest asiatico, e si prefigge di contribuire allo sviluppo di un sistema di allerta precoce multilivello per l’Oceano Indiano e per i paesi del sudest asiatico, includendo i piccoli stati insulari in via di sviluppo (SIDS) del sudovest pacifico. L’iniziativa è costituita da un Multi Donor Trust Fund amministrato e gestito dal United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP). Per meglio rispondere alle nuove esigenze e contribuire allo sviluppo di un sistema più efficiente, il Fondo si è negli anni evoluto in un meccanismo integrato di allarme precoce che mira a consolidare e formare una rete di strutture locali connesse a loro volta a piattaforme sub-regionali e regionali. Tale meccanismo adotta un approccio multi-rischio, in linea con i principi di efficacia e di centralità della persona (“people-centered approach”), e include una componente di climate e disaster preparedness. Il Fondo si avvale di un Advisory Council che si rinnova ogni due anni, composto dai rappresentanti di ESCAP e da quei paesi aderenti che abbiano contribuito con almeno il 20% del saldo rimanente del Fondo stesso, che equivale a USD 1.310.205,00. I membri dell’Advisory Council guidano l’indirizzo strategico dell’iniziativa, oltre a monitorare i progetti e valutarne i risultati. |

The Multi Donor Trust Fund is administered and managed by the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP). In order to provide a better response to the new needs and to contribute to the development of a more efficient system, the Trust Fund has evolved in an integrated early warning mechanism with the objective of consolidating and training a network of local structures interconnected and linked to sub-regional and regional platforms. Such mechanism adopts a multihazard management structure, in line with the principles of efficacy and people centered approach, and includes a climate and disaster preparedness component. Furthermore, the Fund includes an Advisory Council with a two-year mandate, composed by the representatives of ESCAP and by those donor countries whose contribution is equal to at least the 20% of the remaining balance of the Fund, equal to USD 1,310,205.00. The members of the Advisory Council guide the strategy of the initiative, and they monitor and evaluate the results. |
